Rules of the Passage West Area Development and Environment Association:
- The Association shall be known as the Passage West Development Association.
- The Association shall be non-political and non-sectarian.
- The objects of the Association shall be to further the development of the area and to preserve its amenities, to ensure the provision and maintenance of a modern and adequate water supply, sewage, public lighting and refuse collection systems and other public services.
- The Committee shall consist of 18 members. Four members shall form a quorum.
- The Committee shall elect from among its members a Chairman, Vice-Chairman, Hon. Secretary and Hon. Treasurer. The Committee shall have power to co-opt a maximum of five persons to serve as committee members. Casual vacancies arising among elected members may be filled by co-option.
- The Annual General Meeting shall be held in March on a date to be decided by the Committee.
- Election of members to the Committee and trustees will be made by the General Body at the Annual General Meeting and will be subject to the following conditions:
a. Members will not be eligible for the appointment to the positions of Chairman, Secretary, Treasurer or Trustee unless they have served at least one year of active service on the Committee. b. The officers will be appointed by members of the Committee for a term of one year. They may however be appointed for a further term of office.
c. Trustees are entitled ex-officio to sit on any committee of the Association as referred to in the Rules.
d. The Chairman, Vice-Chairman, Treasurer, Secretary and one outgoing member from each of the four areas Rochestown, Passage West, Glenbrook and Monkstown will be deemed to be elected to the Committee for the period of one year.
e. Three members from each of the four areas shall be elected to serve as members of the Committee for a period of one year.
f. A member of the Committee who has not attended six consecutive Committee meetings without having applied for leave of absence or without tendering an apology for his absence will be deemed to have become lapsed and his place will be deemed to be vacant on the Committee.
g. Outgoing members of the Committee are eligible for re-election or for co-option.
h. Trustees must be appointed at an Annual General Meeting or a special meeting called for that purpose and shall remain in office until they or either of them shall be removed at an Annual General Meeting or at a special meeting of all members called for that purpose. Two weeks notice of said special meeting to be given to each member. On the death of a Trustee, he or she shall be replaced at the next General Meeting. The number of trustees shall be three. A Trustee may only retire at an Annual General Meeting. - The Committee shall be responsible for the general management of the affairs of the Association in furtherance of the objects of the Association.
- Tbe Committee shall have power to borrow or raise money in such manner as it thinks fit and to invest capital and acquire property.
- The Annual General Meeting shall receive reports on the activities and finances of the Association from the Hon. Secretary and the Hon. Treasurer respectively.
- The Committee may appoint sub-committees for special purposes. The composition, terms of references and duration of office of each sub-committee shall be determined by the Committee.
- These rules may not be altered save by a majority of those present and voting at a General Meeting.
